About the Company

Founded in 1974 by company president Jeff Reingold, IPM Co. has grown to include two full-service management offices in Portland and Eugene. We provide complete property and asset management services to clients with residential and commercial holdings in Oregon and southwest Washington.

For commercial properties, we provide management and leasing consulting. Our commercial management portfolio includes approximately 1,000,000 square feet of office, retail, and warehouse space in both the Portland and Eugene areas.

IPM Co. offers our residential property clients complete management services, including supervision of renovation and major projects, leasing, and realignment of rental rates. Our residential management portfolio includes nearly 8,500 residential units.

  • Jeff Reingold, CPM » Chief Executive Officer

    The founder of the firm, Jeff Reingold, was born and raised in Portland. He graduated from the University of Oregon in 1973.

    In his final years of college, Jeff began his career in real estate management working as a property manager for a full-service firm headed by a well-respected Eugene broker. Jeff was responsible for the day-to-day operations of the property management department of this firm. Growing from that experience, Jeff obtained his Oregon broker’s license and established IPM Co. in 1974, initially serving the residential needs of property owners in the Eugene-Springfield area.

    Aside from being involved in the operations of the firm, Jeff gained valuable experience from the perspective of the owner as he began to invest in commercial and residential property in the Eugene area. Additionally in 1979, Jeff completed the requirements needed to obtain his designation as a Certified Property Manager® from the Institute of Real Estate Management. In 1981, the firm met the strict requirements for designation by the Institute as an Accredited Management Organization - one of only 1,140 in the country.

    The firm grew and in 1984, IPM Co. opened a second office in Portland, serving clients with properties in the greater Portland area. Aside from providing conventional property management services, the firm became well known for its ability to provide receivership services for its institutional clients. The firm has served as court appointed receiver in over 100 cases.

    Serving as court appointed receiver provided the firm with experience in property “turnarounds” and dealing with the challenges present in receivership properties. This skill has attracted numerous investor clients in need of these abilities.

    Jeff is a licensed real estate broker in both Oregon and Washington. Additionally, he has served on the board of the Multifamily Northwest as legislative chair and continues to be actively involved with the Association.

  • Jill M. Webberley » Chief Operating Officer

    Jill plays a prominent role in establishing IPM’s long-term strategic direction, and is helping position the company as a leader in the multifamily property management industry. Providing executive oversight and guidance of the day-to-day corporate operations, Jill is responsible for the accounting team and monthly/annual financial reporting for over 8,000 units within the company’s portfolio. In addition, she is our Chief Operating Officer and supervises the Human Resources, Compliance and Hof Roving Maintenance departments. With over thirty years of industry experience, her leadership with IPM has helped cultivate a highly skilled, effective and efficient team. Jill’s efforts to create a climate of achievement, respect and collaboration allow IPM to focus on serving our client’s best interests and build strong, long lasting relationships.

    Jill has extensive expertise in both the owner and fee-managed aspects of the business. She is skilled at generating detailed financial plans and effective business models. She directs all financial and tax compliance activities and is involved with tax planning and preparation for LLCs, S Corporations, Partnerships, Individuals, and Trusts. Additionally, Jill is responsible for staying current with both Oregon and Washington Real Estate Agency rules and laws. A forward thinker, Jill continues to play an integral role in identifying opportunities to streamline processes and procedures, enhance policies and provide on-going education for staff development.

  • Angela Henry » Vice President of Residential Property Management

    Angela Henry has been with IPM for over 23 years. For the last 5 years, she has served as Director of Affordable Housing before recently becoming the Vice President of Residential Property Management in 2019.

    Angela’s role seeks to merge the affordable and conventional sides of property management into one, striving to enhance the company culture of accountability, engagement, and positive morale. She oversees all aspects of portfolio management and is involved in the cross functional relationships with the Maintenance, Accounting, Compliance and Human Resources Departments.

    Acting as mentor to the Portfolio Managers and Assistant Portfolio Managers, she provides them with direction, supervision, and guidance to ensure both the successes of individuals and the overall success of IPM. Additionally, she provides leadership towards achievement of the corporate mission and strategy while achieving annual division goals and objectives.

    To keep a pulse on the ever-changing laws and policies, Angela oversees a small affordable housing portfolio and will play a key role in new client and property transitions.

    Her breadth of experience, expertise, and knowledge provide an invaluable resource to the corporate structure of Income Property Management, Co.

  • M. Scott Arena, CPM » Director Of Business Development

    Scott Arena, Director of Business Development, is a native Oregonian and earned his Bachelor of Science Degree from Lewis & Clark College in 1987.

    Entering the property management profession in 1991, Scott managed multiple large conventional sites for Guardian Real Estate Services prior to being promoted to corporate Portfolio Supervisor in 1994. Joining GSL Properties in 1996, he continued large project portfolio oversight, operations and training, later assuming the role of Vice President of Management Operations. Specializing in development and acquisition of affordable properties, the portfolio increased from 2,500 to near 9,000 units over this tenure.

    In 2004, Mr. Arena joined Quantum Residential and assumed oversight of key client accounts throughout Oregon and Washington. He was promoted to Executive VP and later CEO/President. Total units under management neared 7,000 with a mix of large conventional sites and affordable multi-family housing.

    Scott joined IPM in 2017 to focus on portfolio development, marketing and client relations. He maintains a close professional affiliation with MultiFamily NW serving as a Board Director since 2012 and Board President in 2015. He currently serves on the Government Affairs committee. In addition, Mr. Arena has been a panelist/speaker at the industry bi-annual Apartment Report events. Holding the professional designation of CPM - Certified Property Manager (Institute of Real Estate Management), Scott brings close to three decades of professional property management and industry related experience to the IPM team.

  • Jill C. Keoppel » Vice President of Commercial Property Management

    Jill joined IPM in 1998; overseeing residential, multi-use and Condominium Homeowner Associations. In 2013, an opportunity developed for Jill to go back to her roots of Commercial Property Management and she is now responsible for overseeing a total of 1,000,000 SF in office, retail, and industrial properties in both Portland and Eugene.

    As a licensed broker Jill has the knowledge, expertise and certification necessary to lease vacant spaces and renew expiring leases. Jill also enjoys being in the field cultivating relationships with tenants, and potential tenants alike, which often plays a large role in creating healthy, long term commercial tenancies. These traits in particular make Jill an asset both to our team and our owners.

  • Ed Nukala » Director Of Maintenance

    Ed Nukala joined IPM in 2009. Prior to joining the IPM team, Ed worked as a General Contractor for 30 years, specializing in residential and commercial remodeling and new construction. He has extensive experience in working with the very specialized challenge of vintage buildings.

    As Director of Maintenance, Ed focuses on improving efficiency, quality of work, and cost effectiveness as well as expanding and developing new business. Ed also works with all of the on-site maintenance staff to evaluate skills, create a standard of work, and increase training. He is active in the hiring process of all IPM maintenance personnel and oversees the maintenance staff of all properties. Ed manages a variety of maintenance and construction projects including day-to-day work orders, apartment turnovers, major building renovations, and remodeling.

    In 2010, Ed recognized a niche market in fire escape testing, specifically affecting older properties. He researched the methods being used and discovered there was a lack of standardized testing. After working with the city’s Fire Marshal and researching city codes, Ed created a division in our firm to perform the testing of fire escapes for their 5-year inspection certifications. Ed was able to reduce the costs significantly for IPM clients as well as other building owners and managers.
